Alfred E. Martin served as Director of Finance for the City of Hagerstown for 30 years. Al is a CPA who started his career as an accountant and auditor with the firm of Smith Elliott Kearns & Co. In 1979, Al left Smith Elliott to become Town Manager for the Town of Hancock and has been involved in local government and the community ever since. He is a past president of the MD Government Finance Officers Association and has been an Academy for Excellence in Local Governance instructor since 1999. Al serves in leadership and consulting roles with numerous community organizations and boards. He is chair of the Audit Committee of the Washington County Board of Education and the Audit and Business Integrity Committee of the Meritus Hospital and Health System. He is also an instructor for the Academy graduate level program in Advanced Public Finance.

Amy Jean Chung Fry (she/her/ella)  is the Ward 6 Council Member and has served in this role since 2019. In 2021, she was elected by her colleagues to serve as the Vice Mayor for the Town of Cheverly and was unanimously elected to continue through the 2023-2025 term. In both roles, Amy is the first Korean American and East Asian American to fill an elected seat in Cheverly.

Amy serves her community in various capacities volunteering in Cheverly with the Cheverly Community Emergency Response Team (CERT), Cheverly American Legion Auxiliary Post 108, and Cheverly Village. Amy also co-led the 2020 Cheverly Census effort, ensuring that 78.9% of Cheverly residents were counted, almost 10% higher than the county average.

Outside of Cheverly, Amy is an At-Large Board Member and serves on the legislative committee for the Prince George’s County Municipal Association (PGCMA) and is the co-founder and President of the AAPI Democratic Club of Prince George’s County. Amy co-founded the AAPI Caucus group for the Maryland Municipal League (MML) and has served on the 2022-2023 MML Legislative Committee. She was appointed in 2024 by Governor Wes Moore to the Maryland Asian Pacific American Commission.

Amy has a Bachelor of Arts from Scripps Women’s College in International Relations and Political Science, a Master of Arts from Claremont Graduate University in International Studies, and a Juris Doctorate from Indiana University Maurer School of Law. She recently completed her certification from the University of Maryland School of Public Policy, Academy of Excellence in Local Governance.

Andy started with the City of Salisbury as Deputy City Administrator, from July 2017 to March 2023. He is a Johnston Scholar graduate of the University of North Carolina, Chapel Hill with a B.S. degree in Psychology.

Mr. Kitzrow worked for the Wicomico County Department of Recreation, Parks, and Tourism for 11 years, serving as the Recreation Superintendent from 2011 to 2017.

Anthony G. Brown assumed office as Maryland's 47th Attorney General on January 3, 2023, the first African American to hold the position in Maryland’s history. Previously, Attorney General Brown represented the 4th Congressional District from 2017 to 2023, served as Maryland Lieutenant Governor from 2007 to 2015, and served in the Maryland House of Delegates as Vice Chairman of the Judiciary Committee and Majority Whip from 1999 to 2007.

Since taking office, Attorney General Brown established the Office of Equity, Policy, and Engagement, a first for the Attorney General’s office, to focus on strategies, initiatives, policies, and practices that will promote equity and fairness in Maryland’s civil, criminal, and administrative systems of justice. In 2023, Attorney General Brown successfully advocated for the passage of legislation creating a Civil Rights Division, expanding the Independent Investigations Division’s prosecutorial authority, and establishing a permanent Commission on Hate Crimes Response and Prevention. In October 2023, Attorney General Brown partnered with Maryland Public Defender Natasha Dartigue to create the Maryland Equitable Justice Collaborative (MEJC), a first-of-its-kind initiative dedicated to reducing mass incarceration and the disparate incarceration of African Americans and other marginalized groups in Maryland prisons and jails. MEJC’s goal is to examine and assess the scope and causes of this crisis, and to develop a data-driven approach to addressing it.

With a longstanding commitment to improving the lives of all Marylanders, Attorney General Brown’s priority has always been justice and equity. As Lieutenant Governor, he advocated for the repeal of the death penalty, decriminalization of cannabis, expansion of record expungements, stringent background checks and training requirements for gun sales, and banning of large-capacity magazines and certain assault rifles. In Congress, Attorney General Brown again championed common-sense gun safety laws, measures to expand access to the ballot, the health of the Chesapeake Bay, the rights of the LGBTQIA+ community, and he was a lead sponsor on the George Floyd Justice in Policing Act and the John Lewis Voting Rights Advancement Act. He worked in the General Assembly and in Congress to expand protections for victims of domestic violence, abused and neglected children, and veterans with unmet mental and behavioral health needs.

Attorney General Brown received a bachelor's degree from Harvard College and a law degree from Harvard Law School. After clerking at the United States Court of Appeals for the Armed Forces, Attorney General Brown was an associate attorney in the litigation, securities enforcement, and investment management groups at WilmerHale (formerly Wilmer Cutler & Pickering). He litigated against big tobacco and represented small businesses whose innovative technology was stolen by large corporations. Attorney General Brown demonstrated his commitment to pro bono services in the various matters he handled, including representing victims of sexual harassment in the workplace, children in need of assistance, and indigent clients unable to afford a lawyer. While in the House of Delegates, Attorney General Brown also practiced land use and zoning law with the firm Gibbs and Haller.

A retired Colonel in the Army Reserve, Attorney General Brown served three decades as an aviator and Judge Advocate General. He graduated first in his flight class and received both Airborne and Air Assault qualifications. Attorney General Brown was awarded the Legion of Merit for his distinguished military service and earned the Bronze Star while deployed to Iraq from 2004 to 2005. Attorney General Brown completed his military service commanding the 153rd Legal Support Organization.

Attorney General Brown served as Board Chair of Prince George's Community College, and as a board member of the Community Legal Services of Prince George's County and the nonprofit Adoptions Together. He has been a member of the Maryland State Bar Association since 1994.

A graduate of Rutgers University in New Jersey, April began her legal career more than 25 years ago with a Delaware corporate law firm representing parties in stockholder class and derivative actions in the Court of Chancery.

She shifted her legal practice to Maryland in 2009 to be closer to her family. Her background in corporate law made her well-suited to pursue a career as a municipal lawyer. In 2017, April was appointed City Attorney for the City of Havre de Grace. She opened her own law firm in June 2018.

The Governor appointed April to serve on the three-member Open Meetings Compliance Board in 2015. She served as Chair of that Board for the 2019-2020 calendar year. Although no longer on the Board, she enjoys teaching Open Meetings Act seminars with Gaithersburg Deputy City Attorney Frank Johnson for the Academy for Excellence in Local Governance and other groups.

When not practicing municipal law, April focuses her legal practice on estate planning and elder law, probate and estate administration, and legal advice to family-owned businesses and startup non-profits. In her free time, April enjoys spending time with family and friends, cooking healthy food, and boating on the Chesapeake Bay with her husband.

Aruna Miller

Aruna Miller is the 10th Lieutenant Governor of the state of Maryland. She is the second woman to serve as Lieutenant Governor in Maryland, and the first woman of color and immigrant elected to statewide office in Maryland.

Born in India, Lieutenant Governor Miller and her family immigrated to the United States when she was 7 years old.

For 25 years, she worked as a transportation engineer for Montgomery County’s Department of Transportation. From 2010 to 2018, she served the people of Montgomery County (District 15) in the Maryland House of Delegates.

As Lieutenant Governor, her policy profile includes matters relating to transportation, mental health, and STEM equity.

In 2023, she served as chair of the Governor’s Work Zone Safety Work Group, dedicated to making highway work zones safer and protecting the lives of workers, motorists, and law enforcement.

She currently chairs Maryland’s first Council on Interfaith Outreach, which convenes faith leaders from across religions and across the state to bridge divides across faiths, and better serve all communities.

A third-generation Marylander, Ben Cardin has been a national leader on health care, retirement security, the environment and fiscal issues while representing the people of Maryland in the U.S. Senate, and before that in the House of Representatives. Currently serving as Chair of the Senate Foreign Relations Committee, he has worked across party lines to further U.S. national security and to ensure that good governance, transparency and respect for human rights are integrated into American foreign policy.

First elected to the Senate in 2006, Senator Cardin also is a senior member of the Small Business & Entrepreneurship Committee, which is at the forefront of rebuilding our economy. He is a senior member of the Senate Finance Committee and the Environment & Public Works Committee.

Senator Cardin is a leading advocate for the Chesapeake Bay, which is the economic, historical and cultural heart of Maryland. Nationally, he is a champion of protecting our clean air and clean water. He has introduced legislation to restore the health of America’s great water bodies and is the leading proponent of investing in improvements to America’s aging water infrastructure system while preparing it for the impacts of climate change. His commitment to reduce pollution and protect our environment fuels his work to broaden investments in safe public transit, as well as walking and bike trails.

Senator Cardin has a deep interest in foreign affairs and has worked across party lines to further our national security and protect universal human rights. He has fought to ensure that anti-corruption, transparency, accountability  and respect for human rights are integrated into our foreign policy. He also has worked to ensure gender equity in national security programs and policies. He has been a Commissioner on the U.S. Helsinki Commission since 1993, serving as Chairman and Co-Chair in multiple congressional sessions. Since 2015, he has served as the Special Representative on Anti-Semitism, Racism, and Intolerance for the 57-nation Organization Security and Cooperation in Europe (OSCE) Parliamentary Assembly. Senator Cardin previously has served as Chair of the Senate Foreign Relations Committee’s Subcommittee on State Department and USAID Management, International Operations, and Bilateral International Development. He also previously served as Ranking Member of the SFRC East Asia, the Pacific, and International Cybersecurity Policy Subcommittee, and he is the former Chairman of the International Development and Foreign Assistance Subcommittee.

Beverly Scurry has a BS degree in Public Health Education with a concentration in Community Health and a dual Master's degree in Business Administration/Health Administration. Beverly has over seven years of racial equity experience in varying sectors including early childhood development, public health, grassroots community activism, and local municipality support, and over ten years of experience serving the community through public health departments.

Beverly is a new resident of Oxon Hill, Maryland, and serves as the Interim Director for Race, Equity and Leadership at the National League of Cities. She has been with NLC since March 2023 and has led various projects such as the Elected Leaders of Color Convening, the REAL Institute Cohort, and REAL Essentials.

Beverly is a native of Burlington, NC, where most of her family still resides. While in NC, she served as an Apprentice with the Racial Equity Institute, Inc. based in Greensboro, NC as well as sat on the board of local equity coalitions. In her previous career positions, she has led equity-related initiatives including coordinating the Health Systems Science course in the augural UNC School of Medicine MED EXCEL (Medical Education Development Early eXperience in Clinical Education and Leading) Program, led the development of Orange County, NC Health Department’s first Racial Equity Strategic Plan, and consulted with the towns of Hillsborough, NC and Mebane, NC on to advance their racial equity efforts.

William Gruhn has been an Assistant Attorney General with the Consumer Protection Division of the Maryland Attorney General’s Office since 1988.  He currently serves as Chief of the Division and is responsible for management of the Division’s various units and for issuance of final administrative orders in Home Builder and Health Club cases.  Prior to becoming Chief in 2008, he served for 12 years as Deputy Chief responsible for supervising the Consumer Protection Division’s Enforcement Unit.  Prior to joining the Attorney General’s Office, he was in private practice with Gordon, Feinblatt, Rothman, Hoffberger & Hollander in Baltimore, Maryland.  He received his J.D. in 1983 from Yale Law School.

Brandon P. Fleming is a renowned speaker, nationally acclaimed educator, and author of MISEDUCATED: A Memoir. His triumphant story of struggle, success, and service has captured the heart of national media and inspired millions of people around the world. An at-risk youth and college dropout turned award-winning educator, Fleming is a former debate coach at Harvard University and Founder & CEO of the Veritas School of Social Sciences in Atlanta, GA.

In 2017, Fleming was recruited to become Harvard University’s assistant debate coach at the age of 26. Fleming soon made history at Harvard as the founder of the first Black pipeline program called the Harvard Debate Council Diversity Project, which was designed to increase Black enrollment at Harvard’s residential debate program where hundreds of gifted young scholars from over 25 different countries study and compete in an international academic debate competition.

Over six years, Fleming has raised millions of dollars to enroll more than 200 students of color into Harvard’s summer debate residency on full scholarship. But there was one challenge that Fleming faced: How would he take Black youth from mostly under-resourced schools in Atlanta, who had never been exposed to the rigors of academic debate, and prepare them in just one year to compete against some of the most elite debaters from across the globe? Fleming created a transformative curriculum that is designed to build intellectual capacity, accelerate learning, and ultimately level the playing field for Black students. And it did. For six consecutive years, since the program’s inception in 2017, every cohort trained by Fleming has won the international competition as six-time consecutive champions. News of the achievement has gone viral and broke national headlines, being featured on CNN, Good Morning America, the Steve Harvey Show and many more. The organization has gained the financial backing of Fortune 100 companies such as The Coca-Cola Company, UPS, Chick-fil-A, and many more.

Fleming’s story represents the transformative power of equity. The equity model Fleming has built to close performance gaps is one that academic and corporate institutions have highly sought to replicate. As a renowned speaker, Fleming has keynoted for international governmental organizations such as the United Nations. Fleming has spoken at the nation’s most prestigious colleges, universities, and K-12 conferences. Fleming has also keynoted conventions for corporate executives at the nation’s largest brands such as Walmart, Bank of America, FedEx, the Federal Reserve Bank, and many more. At the age of 29, Forbes Magazine named Fleming to the Forbes 30 under 30 list. In 2020, The Root Magazine named Fleming one of the top 100 most influential African Americans in the United States. And in May 2021, North Carolina Wesleyan College bestowed upon Fleming the honorary Doctor of Humanities degree.

Cat Goughnour will serve as the Department’s Assistant Secretary for Just Communities. Previously, she served on the Racial Wealth Divide Initiative, headed the Racial Wealth Equity Strategy team, and was Racial Wealth Equity Fellow at Prosperity Now, a 45-year old national nonprofit focused on asset-building for low- and moderate-income people. In addition to building capacity to design, develop, operationalize, and evaluate multi-stakeholder human-centered solutions, she has a background in social science, community economic development, design thinking, and public health.

Before joining the department, she served as both a human rights consultant, specializing in technical assistance, human and civil rights strategies and system change expertise to support placemaking and positive economic mobility for communities and individuals. She established Right 2 Root, a community-centered system for equitable development for which she received awards from the American Planning Association and the City of Portland's Human Rights Commission.

Goughnour is originally from Oregon where she served as Housing Committee Chair of the Oregon Chapter of the NAACP and trainer at the Northwest Public Employees Diversity Conference five years running. She worked in coalitions to revise the City of Portland’s Comprehensive Plan, establish and design the N/NE Housing Strategy, including its Community Benefits Agreement and Preference Policy, while concurrently serving on the Metro Regional Government’s Equitable Housing Advisory Committee and Equitable Framework Advisory Group.

Mayor Celina Benitez is the 23rd Mayor serving the City of Mount Rainier. Elected in 2021, she holds the distinction of being the first Latina Mayor of the City and is one of just three Latina Mayors currently serving in the State of Maryland.

As a dedicated public servant, Mayor Benitez is at the forefront of several critical initiatives in the City of Mount Rainier. Her works include addressing food insecurity, empowering small businesses and promoting environmentally sustainable practices through various green initiatives in the City.  One of her notable achievements is the passage of the Rent Stabilization law in 2022, demonstrating her commitment to affordable housing.

Mayor Benitez's commitment to education is reflected in her authorship of the Youth Scholarship Program, which was overwhelmingly approved by the City Council in 2018. This program annually awards scholarships to the most deserving students in the City, underlining her dedication to providing opportunities for the younger generation.

Before assuming her role as Mayor, Celina Benitez served as a Ward 1 Councilmember from 2017 to 2021. Her journey through education began in a public school in California, culminating in her college graduation with a degree in Political Science.  She was born in El Salvador and immigrated to the United States at the age of 10, alongside her mother and siblings.  Her proficiency in both English and Spanish allows her to effectively connect with a diverse range of residents, fostering inclusivity and understanding throughout the community.

Beyond public service, Mayor Benitez is a loving mother to her daughter, Isabella, and two adopted rescue cats. During her free time, she spends time with her daughter with their shared passions include an appreciation for the arts, a love for travel, an enthusiasm for dancing, a dedication to supporting local businesses, and a penchant for exploring the city's parks and library resources.

Christopher Miller, a 29-year-old native of Tuscola, TX, proudly followed in the footsteps of his Air Force veteran parents, Ava and Pete Miller. Enlisting in the United States Air Force at the age of 17, he served in Minot, ND, working on B-52s. After completing his service, he settled in Taneytown, MD, where he met and married his wife Rachael. Together, they have five children: Claire, Camryn, Archer, Korra, and Rook.

Christopher's deep sense of public service stems from his desire to create a welcoming and nurturing town for the families and children of Taneytown. Professionally, Christopher has worked for the US Government at institutions like the National Institutes of Health and the Veterans Affairs. He also pursued higher education, earning Bachelor's and Master's degrees in Business Administration, as well as a Master's degree in Health Services Administration.

Christopher has actively contributed to his community by serving on the Elections board and Planning & Zoning. Additionally, he is a member of the Carroll County Workforce Development Board's Youth Standing Committee, where he focuses on creating opportunities for young people. Mayor Chris Nevin was first elected Mayor in 1995. During his initial two terms as Hampstead’s chief elected official, he laid the foundation for major projects like the Hampstead Bypass and the renovation of the old Hampstead School.  In 2003, Chris chose to run for the Town Council. His primary oversight responsibilities were the Town’s finances and the Police Department. When Haven Shoemaker resigned to become the County Commissioner for District 2 in November 2010, Chris returned to his “old job” as Mayor. He was then re-elected to the Mayor's seat in 2011, 2015, 2019, and 2023.

In addition to his duties in Hampstead, Chris has served as a Maryland Municipal League (MML) Board Member representing Carroll County’s Municipalities from 2005 – 2015 and again from 2018 - 2024. MML is a voluntary, nonprofit association representing the state’s city and town governments. Through MML, he was involved in lobbying the Legislature to restore funding for road maintenance and law enforcement. He also served on the Executive Committee to the Board and Convention Planning and Legislative Committees for multiple annual terms during those times.

In his full-time job, he is a Senior Vice President and Regional Manager in the Investment Real Estate Group of First National Bank where he is responsible for directing the Bank’s Real Estate Finance activities for the Mid-Atlantic Region. He graduated from Loyola College with a degree in Accounting. Chris and his wife Joyce, a Registered Nurse, have lived in Hampstead since 1989. They have four children: Colleen, Kelly, Laura and Sean, who have all graduated from college.

Craig J. Zucker is a Democratic state senator from Maryland’s 14th District, representing over 130,000 residents. Appointed to the Maryland State Senate in 2016 and elected in 2018, he became Chairman of the Senate Democratic Caucus in 2020. Senator Zucker serves on the Budget and Tax Committee and chairs the Capital Budget Subcommittee. As chair, his top priority is to create a Capital Budget that equitably invests and supports community enhancement and revitalization projects across the State.

Known for excellent constituent service and bipartisan efforts, Zucker has championed legislation for developmental disabilities, education, and economic support. Notable achievements include the ABLE Act, support for students with disabilities, and nationally recognized anti-harassment laws. He first served in the Maryland House of Delegates in 2010 as a member of the House Appropriations Committee and Chairman of the Health and Human Resources Subcommittee, protecting essential services in a $40 billion budget. Before his legislative career, Zucker was Deputy Chief of Staff to the Maryland State Comptroller and Director of Maryland Home Care. He holds degrees from St. Thomas Aquinas College and Johns Hopkins University, and lives in Brookeville, Maryland with his family.

Dave was elected to the Town Council in May 2015. He moved to Hampstead from Howard County in 2003. He lives in Westwood Park with his wife, Danielle. He is the current and founding President of the Westwood Park Homeowners' Association.

Dave has served the Town on the Board of Zoning Appeals and on the Main Street Committee. He has served Carroll County as a Chief Election Judge.

He graduated from the University of Phoenix with a Bachelor of Science Degree in Business Management. He works as a  Operations Manager for C&A Automotive in Eldersburg. He also is a Graduate of the Academy of Excellence in Local Governance from the University of Maryland.

Dave has worked with the Town's Santa's House, and Hampstead Police Department's Shop with a Cop. He planned, and built The Gardens at Richards Family Cemetery in the Town of Hampstead that dates back to 1759 where the founders of Hampstead, Westminster, and Manchester are buried

Dave has also worked with the Maryland Municipal League. He is currently the  Chair of the Conference Planning Committee. He is a three term and current member of the MML's Board of Directors.

Dave's  Council  oversight responsibility for Hampstead  are preserving the Town's historic past and the Town parks. He is most proud of planning and executing the renovation of the War Memorial Park and the construction of its new Amphitheater.
During his spare time, Dave and his son enjoy showing cars at local car shows , and driving in his Mustang. He also loves to work outside in his garden.

Emily Keller has served as Maryland's Special Secretary of Overdose Response since February 2023. In this role, she oversees Maryland's Office of Overdose Response, which works to promote coordination between state and local partners responding to the overdose crisis. She previously served on the Hagerstown City Council from 2016 to 2020 and as Mayor of Hagerstown after being elected in 2020, the first woman to hold the position.
Emily has been closely involved with substance use disorder organizations in Western Maryland during her 6 years in public office. Born on February 8, 1963 in Boksburg, South Africa, Gavin was raised in Perth, Australia by his single mother, Pauline. He attended Belmont City College located in Australia’s southwest coastal area near the Indian Ocean. Gavin worked his way across the world after departing Perth in 1984 after he dropped anchor in Spa Creek in 1992 with only $200 in his pocket, fell in love with Annapolis for its unique blend of history, maritime culture, and small-town friendliness, and fell in love again when he met future wife, Annapolis local Julie Williams. They married in 1997 and together they are now raising two children, Dash & Miles.

From his first job as a server at a downtown restaurant, Gavin showed the vision and entrepreneurial spirit for which he is so well known. He quickly learned the basics of business, raised capital, and navigated bureaucracy to open Annapolis' first independent coffee shop in 1993.

In time, Gavin began to see potential in West Street – then considered the “wrong part of town,” where drug deals and prostitution were common. He opened his first restaurant there in 2000.The success of that enterprise encouraged Gavin to establish additional ventures in the same corridor.

Gavin is committed to preserving the historic character of Annapolis with leadership and vision to ensure it remains a dynamic, living city. This is why he challenged and defeated the City’s plan to demolish 100-year-old homes on West Street to make way for an 800-car garage. This area is now the West Village Precinct – a flourishing hub for local businesses, residents, and visitors.

Elected Mayor of Annapolis in November 2017, Gavin is committed to bringing together business owners, community leaders, and residents to develop innovative ideas and economic opportunities for Main Street, Maryland Ave, West Annapolis and all parts of the city. However, her passion for community development led her to her current position as the Director of Economic and Community Development for the Town of Berlin. Prior to this, Ivy's diverse career included a dynamic tenure as a talent agent for Starleigh Entertainment, where she promoted, booked, and managed local musicians in the Baltimore area, significantly enriching the cultural landscape and fostering artistic talent.

Her experience in talent management further refined her skills in community engagement and strategic promotion, laying the groundwork for her subsequent endeavors in economic and community development. Notably, Ivy spearheaded transformative initiatives as the Director of Economic Development for the Town of Sykesville, establishing the Sykesville Main Street Program.

Since joining the Town of Berlin in 2014, Ivy has continued her dedication to fostering vibrant communities. In her current capacity, she oversees the town's downtown business revitalization efforts, manages the Berlin Arts and Entertainment District, and leads the Berlin Main Street program. Under her leadership, the town has secured over $2 million in grant funding and facilitated the successful launch of nearly 300 new businesses. Senator Jennings is a Maryland State Senator, a small business owner, and a cyber security professional. He also serves as a Cyber Systems Operator with the 276th Cyber Operations Squadron in the Maryland Air National Guard and recently returned from a deployment in Poland with his unit.

Born and raised in Baltimore County, Jennings attended Baltimore County Public Schools. His early involvement in 4-H included showing beef cattle and market lambs. At 16, he became a volunteer firefighter and EMT with the Jacksonville Volunteer Fire Company (Station 47).

Jennings began his political career as a constituent liaison for then-Congressman Robert L. Ehrlich Jr. Despite his political commitments, he remained dedicated to agriculture and local farming. He eventually left his job with Congressman Ehrlich to open the Maryland Feed Company, a farm, feed, and supply store.

In the Senate, Jennings serves on several committees, including the Senate Budget & Taxation Committee, the Capital Budget Subcommittee, the Health and Human Services Subcommittee, and the Legislative Policy Committee.

A graduate from the University of Baltimore, Jennings earned his bachelor’s degree in business administration. He served in the Maryland House of Delegates for two terms before being elected to the Maryland State Senate.

Senator Jennings, along with his wife and two children, live and operate an active farm in Joppa, Maryland.

Chief Lando was selected as the Chief of Police for the Frederick Police Department in March 2021. Since arriving in Frederick, Chief Lando has worked with his team to implement several new programs. In 2021, FPD established a mental health tri-responder program known as the “Crisis Car,” pairing a police officer, EMT or paramedic, and social worker together to handle calls with a mental health nexus. In 2022, FPD created the Multi-Cultural Liaison Unit, designed to strengthen relationships between police and community. Also in 2022, FPD began the design/build of 4-story office building downtown, that will serve as the new home for the Frederick Police Department. Presently, Chief Lando’s key priority is supporting employee wellness with the implementation of the FPD Resiliency & Wellness Group. The RWG is an employee-led effort to ensure sworn and civilian staff are physically and mentally prepared for the difficult challenges of our profession.

Jason previously spent 21 years with the Pittsburgh Bureau of Police, where he served his last seven years at the rank of Commander. In his capacity leading one of Pittsburgh’s busiest and most diverse districts, Jason and his team implemented several initiatives geared toward uniting police officers and community members, while simultaneously combating violent crime.

Jason holds a bachelor’s degree in emergency medicine from the University of Pittsburgh and a master’s degree in legal studies from California University of Pennsylvania. When he is not working, Jason volunteers as a Big Brother to 16-year-old Jayden, as part of Big Brothers Big Sisters - Bigs in Blue program.

Jay Mattingly is the Administrative Manager for the Department of Emergency Services in St. Mary’s County, Maryland. Beyond his pivotal role in St. Mary’s County Government, Jay serves as the Vice President of the Leonardtown Council and is a respected member of the Maryland Municipal League Board of Directors in Annapolis. Jeannine James became the first female Mayor of the Town of La Plata, Maryland, on May 8, 2017.

She earned dual bachelor's degrees in political science and communications from Virginia Tech. After graduating, she relocated to Lubbock, Texas, where her husband was undergoing Air Force Undergraduate Pilot Training at Reese Air Force Base. During this period, Jeannine obtained a Master of Arts in Mass Communication Law from Texas Tech University.

Before becoming Mayor, Jeannine held various significant roles including Marketing Director for the largest credit union in Delaware, Executive Director of the Chamber of Commerce, and Adjunct Professor of Communications. She also contributed as a Commissioner on the Economic Development Committee, a member of La Plata's Design Review Board, and a Director on a YMCA exploratory committee.

Apart from her mayoral duties, Jeannine is an Adjunct Professor at a 4-year accredited University. She is also on the Board of Directors of the Maryland Municipal League (MML) and is active on the MML Executive Board of Directors Committee and the MML Legislative Committee. Furthermore, she is the President-Elect of the Maryland Mayors Association, a committee member of the University of Maryland's Academy for Excellence in Local Governance, and Maryland's representative on the Board of Directors of the Southern Municipal Conference. In addition, she is involved with the Chamber of Commerce Board of Directors, the Economic Development/Transportation Committee of the Charles County Chamber of Commerce, the Rotary Club, the La Plata Business Association, and the Tri-County Council for Southern Maryland.

Delegate Jeff Ghrist is a 41-year old native of Maryland's 36th district. After graduating high school, Delegate Ghrist attended Chesapeake College and went on to receive his B.A. in Economics from Salisbury University. In 2006, he was elected as a Caroline County Commissioner where he served two terms before his successful bid to join the Maryland House of Delegates in 2014. After planting and transplanting trees, designing and installing landscapes, and fine pruning with his father, and a youth spent in the outdoors, arboriculture was a natural fit. He spent years aloft, pruning and removing trees companies large and small, and as a subcontract climber. His arboricultural passion has always been cultural care. Now, as a consulting arborist, Jeff is fascinated by the intersection of trees, infrastructure, society, and the economy. He enjoys reading, gardening, and recreational tree climbing in his spare time. Jeff is an ISA Certified Arborist (#PD-2258A) and ISA Tree Risk Assessment Qualified.

Joe Kurtz currently serves as a Project Manager for the Town of Ocean City within its Engineering Department.  He was the primary engineer on the Bank of Ocean City Museum project. Joe has 40 years of education and work experience in all types and phases of construction and engineering.  He is US Navy Veteran who served on the Navy Construction Battalion.  Joe holds both an AS and BS in Construction Engineering Technology and holds multiple construction industry certifications.

In May of 2005, Joseph J. Theobald was named Ocean City Emergency Services Director by the Mayor and City Council. As Director, he is responsible for and has final authority for the four divisions that make up Emergency Services within the City; the Beach Patrol Division, Communications Division, Electronic Services Division, and the Emergency Management Division. On December 20, 2005, he was sworn in as the new Ocean City Emergency Management Director, by appointment of Maryland Governor Robert Ehrlich. Director Theobald is responsible for the coordination of the City’s public safety response for all hazards, and oversees planning, response, recovery and mitigation concerns for the City, and the safety of our residents and the 8.5 annual visitors who enjoy the beaches, boardwalk and features of Ocean City.

The Beach Patrol Division employees 200 surf rescue technicians who educate and guard the visitors who enjoy the beaches of Ocean City. The Communications Division is a full-service public safety dispatch and 911 public safety answering point (PSAP). The Electronic Services Division maintains the Harris 700-800 MHz P-25 simulcast radio system with a 900MHz data overlay for the city. The Emergency Management Division plans and coordinates public safety response.

Prior to his service with the Town of Ocean City, he resided in the State of New Jersey. Director Theobald was previously employed in law enforcement, and retired with 29 years of service as a command officer with a municipal police department. Additionally, he has 45 years in the fire service, and served for a number of years as the Chief of a municipal fire department. Director Theobald has a Bachelor of Arts in Psychology, and a Master of Arts in Criminal Justice/Education.

John Forren is currently the acting director of EPA Region 3’s Environmental Justice, Community Health, and Environmental Review Division.  His continuing dedication to public service has led him to reach nearly 47 years of total federal service, including 35 years with EPA and 3 years active duty with the US Army.  He also served 19 years as a volunteer firefighter, is serving in his 11th year as commander of his local American Legion Post, and is serving in his 14th year as a biweekly volunteer scuba diver for the Center for Aquatic Sciences at Adventure Aquarium in Camden, NJ.   A licensed pilot, John has a Bachelor’s and Master’s degrees in wildlife biology from West Virginia University.

Jonathan M. Smith has served as Chief for the Maryland Office of the Attorney General’s Civil Rights Division since January of 2024. For the past seven years, Smith served as Executive Director of the Washington Lawyers’ Committee for Civil Rights and Urban Affairs, a non-profit law firm, addressing racial and economic injustice related to prisoners’ rights, housing, employment, education, disability, police misconduct, and immigrants and refugees. In early 2023, Smith became a Senior Special Counsel at the organization, focusing on cases and projects related to law enforcement and incarceration reform to reduce the impact of the criminal legal system on communities of color and people living in poverty and to improve public safety.

Smith was the Chief of the Special Litigation Section of the Civil Rights Division of the United States Department of Justice from 2010 to 2015. Prior to his government service, Smith was the Executive Director of the Legal Aid Society of the District of Columbia, the Public Justice Center in Baltimore, Maryland, and the D.C. Prisoners’ Legal Services Project.

He’s the Deputy Chief of Police with the Frederick Police Department, and has served with the agency for 23 years.  He’s a hands-on professional with a diversified knowledge of operations and administrative management, policy creation and implementation, union-related labor laws, pensions, recruiting, employee training, and other human resource functions.  He is also a multifaceted finance and investing junkie with a particular passion for debt freedom and exploring the ways personal finance impacts wellness and productivity in the workplace. He is a F.I.R.E enthusiast and real estate entrepreneur who derives satisfaction from providing safe, desirable, and affordable housing by leaving things better than you found them. He’s an instructor and lifelong learner, with a growth mindset, who is energized most by coaching, mentoring, and debate for the sake of pushing to find more by way of new challenges, ideas, and experiences. In his personal time, Joe enjoys auto racing, baseball, and real estate rehabbing.

Senator Justin Ready has served has the Senate Minority Whip since 2022.  He was elected to the House of Delegates in 2010 and, soon after winning re-election in 2014, was appointed to the State Senate filling the vacancy left when then-Senator Joe Getty resigned to become Governor Hogan's policy director. Senator Ready served on the Senate Judicial Proceedings Committee (2014- 2019) and has served on the Senate Finance Committee beginning in 2020, he is also the Chair of the Carroll County Senate Delegation. In the House of Delegates, he was a member of the Health and Government Operations Committee. Justin was born in Mobile, Alabama and moved to Carroll County from Mississippi as a child. Ready is a graduate of Carroll Community College and Salisbury University. In his personal life, Senator Ready works for Majority Strategies, a marketing and public relations company. He and his wife Ruth, an elementary school music teacher reside in Northern Carroll County. They have two children, a daughter, Brooklyn and son, Caleb.

Mayor Munyeneh matriculated from Columbia College with a Bachelor’s in Political Science and Georgetown University with a Masters in Leadership (Organizational Development). She has also completed her Public Sector Leadership Certificate from Cornell University. Mayor Munyeneh was in the Honors College and      graduated cum laude, cum honoree, garnering membership in academic honor societies such as Alpha Lambda Delta and Golden Key International Honor Society.
Mrs. Munyeneh started her career as a Grants Management Specialist for the South Carolina Attorney General’s Office, working on Violence Against Women’s Act grants and compliance. She also worked in concert with the South Carolina Coalition Against Domestic Violence and Sexual Assault (SCCADVASA) to support the Hope Lights Project for Sexual Assault Victims.
After relocating to the District of Columbia, Mayor Munyeneh was hired as the first official domestic violence victim advocate for the Metropolitan Police Department.  Determined to build the Victim Services Program to a full-fledge resource for victims, she worked with a team to address all victimization in the District of Columbia.
Instrumental in creating what is now known today as the Victim Services Branch, Mayor Munyeneh held positions with the Metropolitan Police Department and the National Center for Victims of Crime in full-time and part-time positions respectively while also serving as an Adjunct Professor for the Department of Homeland Security’s FLETC Domestic Violence Intervention Program.  She acted as a liaison inter-departmentally, created public policy and education initiatives, as well as advocated on behalf of victims of violent crime and vulnerable adults. In her tenure, she has served over fifty thousand victims of crime.
Mayor Munyeneh also extended her advocacy role to supporting her colleagues and staff when she was elected as Chief Shop Steward of the National Association for Government Employees.  She served as a Certified EEO Counselor to all District of Columbia employees which laid the groundwork for labor-management partnerships with the Metropolitan Police Department and the Department of Forensic Science.  Mayor Munyeneh transitioned into conducting investigations as an Employee Labor Relations Manager and contract EEO Investigator/Reviewer.
Ready for a new challenge, she joined the federal government and served as a Program Manager for the Office of Civil Rights and Diversity and liaison for the Diversity, Equity, and Inclusion team before deciding to be a full-time federal contractor and entrepreneur.
In her “spare” time, Mayor Munyeneh serves as a Commissioner on the Maryland Commission on African American History and Culture and volunteers in her respective    sororities, Delta Sigma Theta Sorority Incorporated and Order of the Eastern Star. Of course, she also takes time to enjoy all things Cheverly and is the proud wife of Alonzo and mom of her rambunctious son, Justice.

Keith Johnson is the Maryland Coordination and Analysis Center (MCAC) License Plate Reader (LPR) Program Manager. He is responsible for operating the MCAC LPR program, which serves 65 connected law enforcement agencies throughout Maryland. He has also served as a Patrol Trooper (2006-2011), Criminal Investigator (2011-2014), Patrol Supervisor (2014-2016), and Criminal Intelligence Supervisor (2016-current).  Keith has been an instructor with the United States Marine Corps (2000-2006) and a Criminal Justice Adjunct Professor with Chesapeake College (2015-2019).  He has been instrumental in creating, reviewing, and revising policy and best practice guidance, including with the BJA Model LPR policy workgroup developing MCAC LPR Policy. He currently serves in an advisory role to assist allied agencies with their policy development and program operations.

Keith has served as a Town of Denton Town Commissioner since 2017, providing additional insight into law enforcement technology from a legislative policy and budget perspective.

Kelly Russell

A lifelong resident of Maryland, Kelly Russell is serving her fourth consecutive term as Alderman.

She is a graduate of the 25th Frederick Police Academy and served as a sworn officer for 22 years with the Frederick Police Department. She served in the Traffic Bureau and was promoted to Sergeant in 1988 becoming the first woman to serve as Assistant Commander of Special Operations. She also served as Supervisor in the Criminal Investigation Division, Community Services Division, and Patrol. She was promoted to the rank of Lieutenant in 1996, only the third woman to achieve that rank, and retired as Commander of the Human Resources Division in June of 2005.

Ms. Russell chose law enforcement as a career to give back to the community and chose Frederick in 1983 as the place to build her career and home. She attended Shepherd College, the University of Maryland at College Park, and Montgomery (MC) and Frederick Community Colleges (FCC). While working full time as an officer, she completed an Associate of Arts Degree in Criminal Justice.

She was a founding member of the City’s Green Team, which she shepherded to formal adoption as a standing board known as the Sustainability Committee. She also served on the original Bicycle Advisory Committee, which earned the City its first designation as a Bicycle Friendly Community with the League of American Bicyclists.

She is the owner and steward of an historic home in the College Park neighborhood of the city, which she shares with her two cats - Romeo and Willoughby. She enjoys working in her vegetable gardens and on home restoration projects.

Laschelle McKay currently serves as the Town Administrator for the Town of Leonardtown.   She has held this position since June of 2000.  The Town is currently undergoing a renaissance and has many exciting development projects planned or underway.  The Town Administrator is responsible for all of the day-to-day operations and management of the Town as well as all capital projects.  Two major projects that Laschelle oversaw in her capacity as Town Administrator are the redevelopment of Leonardtown Wharf and the Port of Leonardtown Winery.  Ms. McKay oversaw the design, funding and construction of these vital economic development and tourism projects.  As Town Administrator, Laschelle also oversees coordination of a variety of public events held in the town each year.

              Laschelle currently serves as Board member and Past President of the St. Mary’s County Arts Council.  She also serves on the Board of Directors for Visit St. Mary’s, the tourism arm of St. Mary’s County government. Laschelle was born in Kingwood, WV and moved to St. Mary’s County in 1987.  She has two grown children, two step children and three grandchildren.  Laschelle currently resides with her husband, Tommy McKay, in Hollywood, MD.

Leah has 15 years of experience administering grant funded human services programs and has worked around the state of Maryland, throughout the Research Triangle of North Carolina, and across the County of Los Angeles, California. Leslie Knapp, Jr. (Les) currently serves as the Government Relations Director for the Maryland Department of the Environment. He has been with the Department since 2022. In addition to overseeing the Department’s state and federal legislation efforts, Les focuses on issues that affect local governments, including climate change, Chesapeake Bay restoration, stormwater management, water and wastewater issues, recycling, land use, and agritourism.

 

Prior to this, he worked for the Maryland Association of Counties (MACo) for nearly 16 years as Legal and Policy Counsel. There he split his time between researching legal and policy issues, advocacy, participating in or observing various commissions and task forces, and preparing MACo’s annual conferences. His primary policy issues during his time at MACo included the environment, land use, government liability and courts, public information and ethics, public safety, and parks and recreations.

 

Les started his career with the Maryland Department of Legislative Services, which provides technical and staff support to members of the Maryland General Assembly. He spent one Session as a bill drafter, one as an amendment writer, and four as staff on the House Appropriations Committee. During his time on Appropriations, he worked on budget and policy issues dealing with health and human services, public safety, and pensions.

 

A Maryland native, Les grew up on a farm in Calvert County. He received his Juris Doctorate from Widener University School of Law and a Bachelor of Arts degree in East Asian Studies from the University of Maryland.

Lisa Kershner, Esquire, is Maryland’s first Public Access Ombudsman. Opening the Office on March 30, 2016, she was reappointed to a second term in March 2020. Ms. Kershner’s primary activity has been to help PIA requestors and responding agencies resolve PIA issues voluntarily through constructive dialogue and practical problem-solving. Ms. Kershner is a long-time resident of Maryland, a Maryland lawyer, and graduate of the University of Maryland College Park and the University of Maryland School of Law. She brings to the Ombudsman role prior experience representing requestors and custodians under the PIA and FOIA, as well as experience representing participants in many types of mediation and litigation.

Lisa Challenger has worked in Tourism for nearly 37 years. A majority of her career was dedicated to Worcester County Tourism where she was the Director for 31 years.

Lisa’s expertise lies in product development, marketing and forging critical partnerships to strengthen tourism and economic development initiatives.

For her creativity, positive approach to identifying and developing new tourism markets, and commitment to enhancing and perpetuating the Maryland tourism industry, Governor Hogan appointed her to the Maryland Heritage Areas Authority in 2014-2020. In 2016, Maryland Tourism Coalition named Challenger Maryland Tourism Person of the Year.

Upon retirement from Worcester County, Lisa took the helm of the Beach to Bay Heritage Area, a nonprofit, state-certified heritage area covering Worcester, Wicomico and Somerset Counties.

Recent projects include, a newly developed 5-year strategic plan, production of new marketing materials and creation of new African American Heritage Tourism products.

Mariah Davis is the Environmental Justice Officer for the Maryland Department of Natural Resources. She is an advisor to the Secretary of Natural Resources, Josh Kurtz and is the first person to hold this executive role at DNR. In her role, she works to ensure programs, policies, funding and projects have positive impacts in communities that have been disproportionately impacted. She has centered her career providing DEIJ technical assistance and policy guidance to a broad base of stakeholders across the Chesapeake Bay watershed to include nonprofits, local governments, grant makers, and members of Congress. She was recently awarded a Young Gifted and Green 40 Under 40 award from Black Millennials 4 Flint for her work on environmental justice.
Mariah previously served as the Deputy Director of the Choose Clean Water Coalition, a program of the National Wildlife Federation. One of her legacy programs was managing the Coalition’s Young Professionals of Color (YPC) Mentorship Program. YPC has provided free professional development to more than 200 BIPOC professionals and was designed to close the racial gap in the Chesapeake Bay restoration movement. Before joining the Coalition, Mariah successfully advocated for the creation of the Virginia Council on Environmental Justice established by Governor Terry McAuliffe in 2017. Mariah holds a Bachelor of Environmental Studies from Virginia Commonwealth University and a Master of Public Management from the University of Maryland. She is a founding board member of Annapolis Pride and planned the city’s first pride parade.

Delegate Mike Griffith grew up in Aberdeen, MD in the foster care system. He served two tours with the United States Marine Corps as a military police officer in the United States and overseas. In his professional capacity, he has led several companies from positions starting from business development all the way to C-level executive. He was elected to the Republican Central Committee in 2018 where he served as Chair until he was appointed by Governor Larry Hogan in December 2019 to the Maryland House of Delegates where he served on the House Judiciary Committee.

Muir Boda was elected to the Salisbury City Council in 2015 representing District 2 and re-elected in 2019. Mr. Boda has served as the President, of the Eastern Shore Association of Municipalities and as a member of the MML Board of Directors.

In September of 2023, Mr. Boda accepted an appointment as the Director of Housing and Community Development for the City of Salisbury. He holds a Bachelor's Degree in Business Management & Leadership from Bellevue University and is a graduate of the University of Maryland School of Public Policy's Excellence in Local Governance. He resides in Salisbury, Maryland with his wife Briggiti, they have been married for 24 years.

Randolph J. Taylor was born and raised in Salisbury. He graduated from The Bullis School in Potomac, MD, in 1984 after being recruited in the 9th grade as a nationally ranked tennis player. Randy then attended the University of Maryland, College Park, where he graduated in 1989 with a degree in Economics and Finance.

After completing his education, Randy worked for Jack Kemp as a legislative assistant before returning home to Salisbury. Randy then spent 25 years in commercial banking, with the last 10 years of his career at M&T Bank. In 2017, he left the banking industry and founded a historic restoration company that acquires, restores and resells period homes. After many years of interest in city politics, Randy ran for Mayor and was elected in November 2023.

Randy has two wonderful children: Madison, who works for WB Mason, and Max, who recently graduated Summa Cum Laude in Finance from the University of Maryland Eastern Shore (UMES). In his free time, he enjoys playing pickleball and tennis.

Rick was born in New York City but grew up in Baltimore and spent his summers while in high school and college working at the beach. He moved to Ocean City for good in 1971. He is an active Realtor with Coldwell Banker Realty. Rick is a member of the Downtown Association, Chamber of Commerce, Ocean City Art League, and is the President of the Delmarva Irish American Club and the Co-Chairman of the Ocean City St. Patrick’s Day Parade. Rob Savidge was first elected Alderman for Ward 7 in 2017 and has chaired the City's Environmental Matters Committee during his tenure on the Council.

 

Rob has made his home in Annapolis for over 20 years with his wife Becca and son Whit. He fell in love with the Chesapeake Bay while earning his degree in Environmental Studies (minor in Business Management) at Washington College.

Rob’s professional career started with the Chesapeake Bay Program, supporting the efforts to restore the Chesapeake Bay. From there he worked for a number of years in private consulting as an Environmental Scientist, Ecological Restoration Scientist, and Sustainability Specialist.  Rob then moved on to work in local government, starting with the City of Annapolis, where he was the Sustainability Coordinator and Environmental Compliance Inspector, reviewing development projects and authoring the City's climate action plan. Currently he works for Anne Arundel County as an Engineer/Project Manager for stormwater management projects, managing a multi-million dollar budget.

As a member of the Annapolis City Council he is a strong advocate for environmental protection, resilience and sustainability practices, including alternative transportation. In his free time, he enjoys spending his time with his family going on hikes, boating, and working for positive change in the community.

Delegate Ryan Spiegel represents District 17 (Gaithersburg and Rockville) in the Maryland House of Delegates. There, he serves on the influential Appropriations Committee.

From 2007 to 2023, Ryan was elected four times to serve on the Gaithersburg City Council and served as Council Vice President in 2012, 2015, and 2018. Ryan’s signature initiative, the Bank of Gaithersburg (now the Financial Empowerment Center), was established to promote financial stability for families while also boosting the local economy and reducing the strain on government. Greatly expanded to include tax prep assistance, credit counseling, and other services, the program celebrated its 10-year anniversary in 2019. On the City Council, Ryan also championed smart economic growth, affordable housing, transportation infrastructure, police reform, and public safety.

In 2019, Ryan served as the President of the Maryland Municipal League where he shepherded the organization through the COVID pandemic, pivoting to virtual conferences, convening officials to coordinate crisis management, and appointing the most diverse team of committee leaders in the League’s history to continue the strong advocacy for Maryland’s municipalities. In 2018, Ryan served as Chair of the League’s Legislative Committee Chair during one of the most successful legislative advocacy years in the League’s history, in which cities and towns successfully defended local control while restoring critical funding for transportation.

Since 2021, Ryan has been a partner at the law firm of Thompson Hine, where he specializes in government contracting and civil litigation matters. He has earned several recognitions including being named a national Rising Star by Law 360 and a SuperLawyers Rising Star in Maryland and D.C. He has also spent hundreds of hours doing pro bono work on a variety of cases ranging from death penalty appeals, to protecting tenants from wrongful eviction, to seeking asylum for those who are persecuted for their political beliefs, to obtaining Holocaust reparations. Ryan has also served on the Board of Directors of the University of Maryland Hillel, YouthAchieve, Inc., and the Metropolitan Washington Council of Governments.

Ryan lives in the Washingtonian Woods neighborhood of Gaithersburg with his wife Rachael, a professional photographer, their children Jack and Dalia, and their dog Charlie. They are active members of Shaare Torah congregation.

Dr. Sacoby Wilson is a professor with the Department of Global Environmental and Occupational Health (GEOH)(formerly known as the Maryland Institute for Applied Environmental Health), School of Public Health, University of Maryland-College Park. He has 25 years of experience as an environmental health scientist in the areas of exposure science, environmental justice, environmental health disparities, community-engaged research including community-based participatory research (CBPR), community science, and community-owned and managed research (COMR), and air quality studies including building hyperlocal air quality monitoring networks, Geographic Information Systems (GIS) including developing environmental justice screening and mapping (EJSM) tools, built environment, climate change, industrial animal production, climate change, community resiliency, and sustainability.  He works primarily in partnership with community-based organizations to study and address environmental justice and health issues and translate research into action.

Dr. Wilson is the Director of the Center for Community Engagement, Environmental Justice and Health (CEEJH). He also directs the Mid-Atlantic Climate Action Hub (MATCH) funded by the Robert Wood Johnson Foundation and the Waverly Street Foundation; co-directs the US EPA Region III Thriving Communities Technical Assistance Center (TCTAC), and directs the Mid-Atlantic Environmental Justice Fund, the region’s first large scale participatory fund for providing assistance to frontline and fenceline communities experiencing environmental and climate justice issues.

Dr. Wilson has been very active professionally to advance environmental justice science, advocacy, and policy.  He is currently on the US EPA’s Science Advisory Board, the Fifth National Climate Assessment (Air Quality Team), a member of the National Academy of Science's Board on Environmental Studies and Toxicology (BEST), and is Editor-in-Chief of Environmental Justice.  He is a member of the Commission on Environmental Justice and Sustainable Communities for the state of Maryland,  and a former member of the Climate and Environment subcommittee for Governor Wes Moore’s Transition Team.

Dr. Wilson, a two-time EPA STAR fellow, EPA MAI fellow, Udall Scholar, NASA Space Scholar, and Thurgood Marshall Scholar, received his BS degree in Biology/Ecotoxicology with a minor in Environmental Science from Alabama Agricultural and Mechanical University in 1998. He received training in environmental health in the Department of Environmental Sciences and Engineering, at the University of North Carolina at Chapel Hill. Dr. Wilson received his MS degree in 2000 from UNC-Chapel Hill and his PhD from UNC-Chapel Hill in 2005.

In 2022 Mayor Link was named one of The Baltimore Sun’s 25 Women to Watch: “Best in advocacy, business and health.” With the help of her grassroots team, knocking on 1,400 doors during her 2021 campaign, then Councilmember Link would be elected Sykesville’s first woman and first openly gay mayor in the town’s 117-year history. Being a part of Sykesville’s Maryland Main Street Program since its inception in 2011, as well as playing a role in its Main Street America accreditation, Mayor Link has been creating places where all are welcome. Under her leadership Sykesville has celebrated its first four Pride Day events. Stacy met with dozens of naysayers in our State Senate and House of Delegates in 2012 in advocacy of the Civil Marriage Protection bills that would eventually pass in 2012 after failing in the 2011 legislative session. And on November 6 , when the Question 6 referendum that appeared on the general election ballot in Maryland, which provided for voters to approve or reject the Civil Marriage Protection Act, Mayor Link would spend 12 hours at what is known to historically be the most conservative of polling places in Carroll County. At the end of the day, it was there that the greatest percentage of Republican voters of all polling places in Carroll County cast YES votes on Question 6. Mayor Link married her college sweetheart six months later.

Susan Petito has enjoyed a 40-year professional career in Recreation & Parks, with 38 of those years with the Town of Ocean City, and the past 10 years as the Town’s Director of Recreation & Parks. Over her career, she has been responsible for overseeing and growing community programming, sports tourism, large-scale special events, beach patrol, parks and public grounds, golf course operations, facilities operations, concessions, and more. She has served as an officer for the MML Parks & Recreation Association since 2001, and has served as the Association’s President for the past four years. He offers broad experience in downtown/neighborhood revitalization; park planning and design; and campus master planning. Tom is particularly skilled at engaging stakeholders in the planning and design process. He has worked in large cities, small towns, and “Main Street” communities throughout Maryland and the United States.   Significant projects include Strategic Planning for Leonardtown, MD; the Lancaster (PA) Economic Development Strategic Plan; Downtown State College (PA) Master Plan; Downtown Baltimore Open Space Plan; and downtown revitalization charrettes/master plans for over 40 communities throughout the United States. He recently led the master planning effort for Ellicott City, MD, a community devastated by two historic floods in two years.  In addition to his professional work, Tom is active in park and neighborhood revitalization in his own community.

Wes Moore is the 63rd Governor of the state of Maryland. He is Maryland’s first Black Governor in the state’s 246-year history, and is just the third African American elected Governor in the history of the United States.

Born in Takoma Park, Maryland, on Oct. 15, 1978, to Joy and Westley Moore, Moore’s life took a tragic turn when his father died of a rare, but treatable virus when he was just three years old. After his father’s death, his family moved to the Bronx to live with Moore’s grandparents before returning to Maryland at age 14.

Moore is a proud graduate of Valley Forge Military Academy and College, where he received an Associate’s degree in 1998, and was commissioned as a second lieutenant in the U.S. Army. Afterward, he went on to earn his Bachelor’s in international relations and economics at Johns Hopkins University in Baltimore, where he graduated Phi Beta Kappa.

While at Johns Hopkins, Moore interned in the office of former Baltimore Mayor Kurt Schmoke. Moore was the first Black Rhodes Scholar in the history of Johns Hopkins University. As A Rhodes Scholar, he earned a Master’s in international relations from Wolfson College at Oxford.

In 2005, Moore deployed to Afghanistan as a captain with the 82nd Airborne Division, leading soldiers in combat. Immediately upon returning home, Moore served as a White House Fellow, advising on issues of national security and international relations.

In 2010, Moore wrote “The Other Wes Moore,” a story about the fragile nature of opportunity in America, which became a perennial New York Times bestseller. He went on to write other best-selling books that reflect on issues of race, equity, and opportunity, including his latest book “Five Days,” which tells the story of Baltimore in the days that followed the death of Freddie Gray in 2015.

Moore built and launched a Baltimore-based business called BridgeEdU, which reinvented freshman year of college for underserved students to increase their likelihood of long-term success. BridgeEdu was acquired by the Brooklyn-based student financial success platform, Edquity, in 2018.

It was Moore’s commitment to taking on our toughest challenges that brought him to the Robin Hood Foundation, where he served for four years as CEO. During his tenure, the Robin Hood Foundation distributed over $600 million toward lifting families out of poverty, including here in Maryland.

While the Robin Hood Foundation is headquartered in New York City, Wes and his family never moved from their home in Baltimore.

Moore has also worked in finance with Deutsche Bank in London and with Citigroup in New York.

Moore and his wife Dawn Flythe Moore have two children – Mia, 12; and James, 10.

William C. Smith Jr. was born and raised in Silver Spring, Maryland. His parents were young adults during the height of the civil rights movement. It was their struggle and sacrifice that opened doors of opportunity for Will. His parents taught him the importance of a good education and showed him the benefit of living in a caring, engaged community. With the support of his family, Will became a first-generation college student when he attended and graduated from the College of William and Mary. He would go on to earn a master’s degree from Johns Hopkins University and a law degree from William and Mary.

After college, Will enrolled in AmeriCorps where he worked as a community engagement leader for IMPACT Silver Spring and worked at the ACLU as a Legislative Assistant. During law school Will worked at a law firm handling employment discrimination cases and sought a commission as an officer in the U.S. Navy Reserve, a position in which Will continues to serve today.

In 2010, Will received a White House appointment to serve as a Director at the Department of Homeland Security under President Barack Obama.

In 2014, Will was elected to represent District 20 in the Maryland House of Delegates. As a member of the Judiciary Committee, Will served on the criminal justice and family law subcommittee. Along with these roles, Will was a member of several key workgroups including Justice Reinvestment, Law Enforcement Officers Bill of Rights and Death with Dignity.

In 2016, Will was appointed to represent District 20 in the Maryland State Senate, making him the first African American Senator from Montgomery County. In the Senate, Will has worked to forge relationships with his colleagues from across the state and political spectrum which has allowed him to become an effective legislator in Annapolis.

In 2019, Will became the 50th Chairman of the Judicial Proceedings Committee. He is the first African American to hold that post. As Chairman, Will has championed robust criminal justice reform measures and has led efforts to provide economic and educational opportunities for all Marylanders.

Today, Will continues to practice law. His practice focuses on national security and employment discrimination. Will lives in Silver Spring with his wife, Camille, and daughters, Jacqueline and Isabelle.

Zach Huebschman serves as a member of the City of Rockville's Human Rights Commission and a Legislative Analyst at the Office of Management and Budget (OMB) in Washington D.C. As a Commissioner, Zach has focused on improving the city's partnerships with LGBTQ+ community-based organizations. Prior to serving as a commissioner and moving to Maryland, Zach served as the lead volunteer coordinator for Arlington Pride and championed a series of initiatives to improve LGBTQ+ protections and rights in College Station, Texas.

Zack Tyndall
Mayor
Town of Berlin

Zack Tyndall was sworn in as the youngest Mayor of the Town of Berlin in October of 2020. He previously served the people of Berlin as a Councilmember from 2016-2020. In addition to Mayor, Zack is the Acting Assistant Director of the Richard A. Henson Medical Simulation Center at Salisbury University, where he helps educate current and future medical providers, including nurses and respiratory therapists. Before his position at Salisbury University, Zack was a career paramedic/firefighter with both the Ocean City Fire Department and the Berlin Fire Company. Zack holds a Master of Business Administration and a Bachelor of Science in Management with a minor in finance from the Franklin P. Perdue School of Business at Salisbury University. He is also a nationally registered and Maryland certified Paramedic. Zack is married to his wife, Chelsea. The couple has one son, Charles.

Zak Shirley
Division Director, Medicaid Fraud and Vulnerable Victims Unit

Mr. Shirley was appointed as director of the Maryland Medicaid Fraud and Vulnerable Victims Unit (MFVVU) in January 2021. As Director, Zak oversees a unit of 46 people investigating and prosecuting fraud in the Medicaid system as well as the abuse and neglect of vulnerable adults in Maryland’s skilled nursing and assisted living facilities. In its abuse and neglect practice, the MFVVU addresses all forms of vulnerable adult victimization including physical and sexual abuse, criminal neglect, and financial exploitation. Zak joined the Maryland Office of the Attorney General in 2019 as an Assistant Attorney General. In that role he focused primarily on civil enforcement, pursuing both failure-of-care cases as well as more traditional healthcare frauds under the Maryland False Health Claims Act. Prior to his work with the MFVVU, Zak was an attorney with a large international law firm where his work focused primarily on pharmaceutical compliance and vaccine litigation.
